Let's not rush to anything drastic. Not only has Sword been more active of late, school will be out soon and I'm sure he will have more time on his hands. Furthermore; I'd say he's done a fine job deligating. We saw the potential ugliness of power games yesterday. Also, we just saw Insane return after a long spell of inactivity, so I'm not really eager to 'throw dead weight' overboard either. We could try reaching out to inactive members via PM, but I doubt that would do any good.
In any case; we're clearly active and we've answered the role call. As far as I'm concerned that about wraps it up.

I'd suggest you put all the question mark members in an "Mia" or "hiatus" section in the OP, just so you can know what numbers you have whilst not booting anyone out
Discuss it more with all the members here, but changing thread hands could be useful to help keep the cov up to date. I wouldn't call it a power struggle- you'd just be appointing someone to be Sword's secretary- vital to the cov, but not necessarily with any standing or weight among it's ranks.

I hate to be the one to say this but can we NOT get involved in another who in charge issue. It is annoying to deal with and if swordiris is no longer going to run this place I want to hear it from him and nothing else.

I was saying it would be helpful if you could update the member list- say if someone hasn't been active for about aa month-2 months you put them in a separate hiatus section so that the current list is kept up to date as possible

I wouldn't say removal, just like i said have a spoiler entitled "Members on hiatus" or something and put the inactive ones in there, rank and all. Bit like this:
