You're close enough. It's called Bad Dudes vs. Dragon Ninja, but in most circles it's simply called Bad Dudes. In fact the NES version is only called Bad Dudes. The other answer I would have accepted was Fighter's History. It's a low budge fighting game and Karnov is the end boss. You're turn.
Rant and Skare were really close. Final Fight, Double Dragon, Golden Axe, and Bad Dudes were like the beat em ups when I was a kid.

@Rant: Yeah, they were far better games. Bad Dudes wasn't very good. It was a well known game when I was growing up though. If I told any one of my real life friends I was bad they'd know what I was talking about. Karnov was an awesome game though. Really hard, but it was the first game with a really in-depth inventory system that you had to manage and figure out what items were best to use at what times. Or at least one of the first.

Batman is what made me buy those games, Batman wasn't dark when he first started as comic book hero, but after a while his stories became a bit darker and his origin is just tragic, he also doesn't have real superpowers, just his will and his arsenal of gadgets, training and his mind.

@densetwhatever make me type long things: Yeah I played the hell out of the combat mini-games. The combat combined with the area design and your abilities is so awesome. It doesn't get much better than swooping down from the sky into the middle of a group of enemies and just mopping the floor with them with all your different tools. So much fun.

Anyways the combat is awesome, you can practically do everything with the tools you have, still is a bit pale because you are too overpowered against all enemies, i also found the stealth aspect of the game kinda nice, also enemies getting scared really made me feel like a badass
