I don't even know where to get started with that.
Why are you stopping at 83? Why is the uchi in your left hand? Why 42 dex? Why only 33 poise? Black flame is better than great combustion. The shotel should be a backup weapon considering it's a dex build. I'd pick either the uchi or demon spear as a main weapon and put the shield in your Lh1 slot. And if you drop one of the weapons you'll shave weight for more poise. And why that shield? Heater shield, target shield, black hand, buckler, or grass crest shield.
It just looks incomplete. 45 dex for max pyro cast speed. Or simply do 40 dex and don't cast (you can but it's slow.) 2 more points in ATT for another slot.
I'm guessing you're in the middle of the build? It just looks incomplete. What are your goals and what are you using this for?

The Andrea Shields have the best Stability for 3.0 weight. It's not something everyone considers when choosing a shield but it is a legitimate choice non the less. And Great combustion does more damage than black flame, black flame isn't always the better choice.
That said. If you're looking to make that build into a more competitive PvP build you have some room to make your stats make sense before you hit 100 or 120 (common pvp levels) Perhaps something like this http://mmdks.com/2ueq would suit your needs
