Well, if you make it lightning your stats won't matter, because elemental upgrades negate scaling. You could go plus 14 and use gold pine resin. Also, making it plus 15 may alter the scaling from B to A or something like that.

making it +15 makes the scaling go from D/D to C/C, and 20/40 str/dex would be better then 30/30.

D/C Reel. I think it's more efficient using it 2 handed with 27 Str and 40 Dex. But if you already have 30/30 then go for +15.
