There is a reason to go past 40 Dex, and its not for weapon damage. I put pyros on and Dex influences cast speed and tops out at 45. So I efficiently placed all stats

i have no idea what the levels for the war will be, so i wanted base stats for carrying GLS.

You don't have a shield, thus you need to be faster. I suggest you flip or you're just gonna get roll Bs'd like crazy swinging those GLS'. Also you have more poise then necessary so I would do this You have enough poise to tank a Greatsword and the speed needed to avoid the weapons you can't tank. The chest and head can be swapped with other light armored to achieve a desired apoearance. I just matched the head you'd chosen with the chest.

Also your HP is super low, if we SL up for the war get some Vit!

Not a bad suggestion wolf but he is carrying a lot of weight in weapons and doesnt have points to spare, so I don't think he could get a big enough difference in cast times without a huge sacrifice

Rayne never go above the end you need to use your armour. I had a build but then I checked Fed's and his was superior to what I threw together.
