If you're not part of the Forest Covenant, and the boss of the Darkroot Forest is alive (Sif), then you are able to get invaded. It's not as costant as it was in PS3 though.

Sif can be dead. Almost everyone i have invaded has sif killed.

They might have changed it but you cannot kill Sif and get invaded in the console versions.

A few days ago I have had a funny time in the forest... I was just trying to get to Alvina in order to become a forest guy, to have that poor ninja kicked off the ledge for the DWGR... And you know what? I couldn't get to the covenant for 3 hours. I was invaded non-stop, and you can't join the covenant while Phantoms summon is in progress. So I got tired of fighting, and just commited suicide to get hollow. Joined the covenant, killed poor ninja, ran back to Gargoiles and absolved my sins. And then I spent 3 more hours of PVP action near Alvina without aggroing anything but those 4 starting mobs (mage, thief, cleric and bandit). In 1 night I levelled from my SL53 to SL72 like no problem. I met no hackers, 2 funny guys using odd tactics and 2 dark magic spammers that actually oneshotted me with pursuers while I was bowing %)
I'm using +3 elite knight set with Gargoile helm +4. +9 Uchigatana with different enchants (mostly Poison and lightning).
ED: Sif alive. No covenant.

No that's incorrect. Sif can't be dead otherwise invasions are not possible. That's the golden rule, if boss is dead, no invasions. Only expection is Dark Anor Londo that some reported to being able to be invaded by Darkmoons using the ring even after have killed Gwyndolin and Gwynevere.
Maybe they just didn't fought Sif yet. When that happens, the big arena where you fight him is still accesible even for phantoms and invaders. It's a good place to fight. But if the hosts go in front of the giant Sword laying there, the cutscene of Sif will be triggered and invaders will be sent home.
