Technically, you can, since the government is what governs what all army regiments do, and the people in the regiments get killed, so I guess you can attribute it that way.

Mao (China)killed his own people, as did Stalin (Russia), as did Hitler (Germany). I don't know about the other ones, but I'd bet its the same.
One important point to consider also is that every one of these guys immediately banned private gun ownership rights, all under the guise of public safety. Infer what you will from that. I think it is a very important point.

Also in some cases religion and past governments were intermixed from the start. I think Japan would be a good example of that, and it was because of that tradition from religion and governmental power advocated the deaths of others.
