No matter how well trained the soldier, they didn't often win 1v1s against jedi unless they were trained specificly to fight jedi, or the jedi was primarily a diplomat and so knows little of saber combat outside shi-cho, an anti blaster form.
Sith had squads of 4 non force users trained to kill jedi and even then they quite often lost 1 or more members.
The whole "seeing the future/reading minds thing" wrecks that theory. You'd have to successfully guard your mind, and even then why would a jedi use a force technique like throw against a non jedi in melee combat, where the jedi has a huge advantage in straight melee?
