I have a harsh, and extreme opinion on this, but as far as i'm concerned, people like that should be put to death, or if they can act civilized in real life, banned from the internet for 20+ years.

If one can not handle the responsibility of being online, they should be removed. understanding, and caring that there is a person on the other side of the screen, is part of that responsibility.

Now removal of services, that's another matter. Banning, suspension, etc. Those I can understand, and in fact that sort of behavior is supposed to prompt a banning from Youtube.

Youtube generally ignores a report unless it comes from the person being harmed, in fact they may suspend you for reporting someone without them targeting you. Rosie would have to be the one to report them.
Youtube really isn't set up to have a good community, if they had enough moderators and a proper way to actually find posts and inspect them then maybe. Even reporting them doesn't always work, especially if they are a large youtuber.
